Chen Min'er visited the Jingqing Automotive Industrial Park, toured the Beijing-Tianjin-Hebei Intelligent Connected New Energy Vehicle Technology Ecosystem Port (Wuqing), and met with Anwen Technology Group Co., Ltd., a tenant enterprise in the park. He reviewed the park's planning and construction, industrial layout, and innovation development, and held in-depth discussions with company leaders and employees. Chen emphasized seizing and leveraging the opportunities presented by the Beijing-Tianjin-Hebei coordinated development strategy to enhance the park's management and operational capabilities, prioritize work-life balance, improve supporting facilities, and foster a favorable environment for innovation and entrepreneurship to attract more enterprises, projects, and talent. The Wuqing District government and relevant municipal departments must fully implement and refine policies benefiting businesses, serve companies with dedication and care, focus on supply chain-based investment promotion and business-led recruitment, and promote the growth of advantageous industry clusters.
Chen Min'er visited the TBEA Smart Industrial Park, toured the laboratories and on-site enterprises, and received briefings on the park's overall master plan and its strategic layout in Tianjin. He also inspected efforts in technical breakthroughs and smart manufacturing. At Key Equipment Machinery (Tianjin) Co., Ltd., he engaged with management to understand product R&D and market applications. He emphasized that the focus must be on high-end development, intelligence, and green sustainability. Enterprises should strengthen product innovation and build a full industrial ecosystem integrating technology transfer, high-end equipment manufacturing, and investment incubation. He encouraged companies to establish deep roots in Tianjin, increase capital investment and production capacity, expand business scale, enhance upstream and downstream collaboration, extend the supply chain, and improve local sourcing rates to achieve greater growth.
At the Party-Mass Service Center in Cangshang Village, Sicundian Town, Chen Min'er visited to learn about grassroots party organization building, efforts to reduce burdens and empower grassroots units, and services for the people. He met with grassroots party workers and grid members, expressing his appreciation for their hard work. He emphasized that doing grassroots work is a glorious mission with significant responsibility. It is not easy for comrades to stay on the front lines serving the people. We must support, understand, and enable the grassroots level by delegating authority and shifting resources and strength downward. Continuously deepening the rectification of formalism to reduce burdens will allow grassroots units more energy to implement tasks effectively. Grassroots workers should better fulfill their duties: convey the Party's voice, gather public wisdom, listen to public opinion, and promote harmony. They should understand people's needs and aspirations face-to-face, earnestly handle matters close to the people's lives, and serve as trusted confidants and caring companions for the masses.
Chen Min'er emphasized during his inspection that Wuqing boasts a strategic location, a solid industrial foundation, and unique resource endowments. We must earnestly study and implement the spirit of the 20th CPC National Congress's Fourth Plenary Session, thoroughly carry out General Secretary Xi Jinping's important speeches on his visit to Tianjin, seize opportunities, work pragmatically, and vigorously promote high-quality development to ensure a successful conclusion to the "14th Five-Year Plan" and lay a strong foundation for the "15th Five-Year Plan." We should take the lead in promoting coordinated development among Beijing, Tianjin, and Hebei, deepen regional integration and the seamless connectivity between Beijing and Tianjin, effectively write the "duet" of Beijing-Tianjin, focus on "integration" and "introduction," align with regional innovation, industrial, supply chain, capital, and talent chains, enhance carrying capacity, attract more high-quality resources, and achieve our own development while serving the broader picture of coordinated development. We must shoulder the heavy responsibility of advancing high-quality economic development by focusing on "three new" elements and "three quantities" as key work抓手 (grasping points), prioritizing industrial development, project implementation, and enterprise services. We will expand and strengthen key industries such as intelligent connected vehicles, biomedicine, and intelligent computing power, build a modern industrial system led by advanced manufacturing, accelerate the formation of new quality productive forces, and drive both significant qualitative improvements and reasonable quantitative growth in the economy. To strengthen and innovate social governance, we must solidify the foundation by deeply implementing party-led grassroots governance initiatives, improving the modernization level of urban-rural governance, focusing efforts on daily operations and grassroots levels, advancing the rule-of-law approach to petitioning, thoroughly investigating and resolving conflicts, effectively preventing and mitigating various risks, and building a robust political and security "moat" for the capital. In strengthening party building guarantees, we must serve as a model by comprehensively advancing strict governance within the Party, significantly enhancing the political and organizational functions of grassroots party organizations, strengthening leadership teams and cadres, normalizing and institutionalizing style construction, guiding party members and cadres to fully leverage their initiative, continuously improving their capabilities, taking responsibility, and actively engaging in driving progress.
